Republican Candidate for Virginia Governor Bob McDonnell asked a simple question of the potential Democratic Party Candidates to join him in calling for the exploration, development, and distribution of known energy resources off the coast of Virginia.

The reply from the potential candidates for Democratic Party Candidate for Virginia Governor was a resounding NO and inline with the present Democratic Party Governor and\or DNC Chairman (depends what hat he has on at the time) Tim Kaine…

"The issue is simple. Virginia has the opportunity to be the first state on the Eastern Seaboard to lease exploration and development rights for natural gas and oil off of our shores. Exploration would take place in a safe, environmentally-friendly manner, 50 miles off our coastline, far out of sight from our beaches."

"According to one estimate, there are 130 million barrels of oil and 1.14 trillion cubic feet of natural gas off Virginia's coast. A study by a professor at Old Dominion University, forecasts that natural gas production alone off Virginia’s coast would create 2,578 new jobs, and produce $271 million in state and local revenue. Unfortunately, the Democratic candidates said no to Virginia jobs and yes to the special interests. "

So we are headed to $4+ a gallon gasoline again. We are headed towards higher fuel and energy costs to heat and cool our homes. We are headed to increased production and transportation costs on products we consume. We are headed towards even more dependency on foreign sources of energy. We are headed towards the Obama administration wishes of a carbon use tax that will fund much less efficient energy sources like solar and windpower…

Urges General Assembly to Appoint Chief Deputy Bill Mims as 45th Attorney General of the Commonwealth of Virginia
*Text of McDonnell’s Farewell Address to the Employees of the Office of the Attorney General Follows this Press Release*

Richmond- Attorney General Bob McDonnell announced this morning that he will resign as Attorney General of the Commonwealth of Virginia effective February 20th. The Attorney General is resigning as he begins his campaign for Governor in earnest. Since 1985 every Attorney General running for Governor, both Democratic and Republican, has stepped down from the position in order to ensure that taxpayers have a full-time Attorney General running the Commonwealth’s law firm, and that the Office is free from politics during a campaign year.

Speaking about today’s announcement McDonnell noted, “Personally this was a very difficult decision to make, but it is the right one for our Commonwealth. A campaign for Governor demands a full time candidate. The Office of the Attorney General is the Commonwealth’s law firm and demands a full time Attorney General. Historically Democratic and Republican Attorneys General have stepped down from this post in order to run for Governor. It is the right, and proper thing to do.”

McDonnell continued, remarking “It has been the highest professional honor of my life to serve as Virginia’s Attorney General. I love both the great people and the challenging duties of the Office. The lawyers and professional staff with whom I work are dedicated public servants who serve the Commonwealth selflessly. Working together, we kept all seven of the campaign promises I made when running for this Office. Our bipartisan accomplishments have positively impacted the lives of our fellow Virginians. We enacted tough laws to combat sexual predators, made our Internet safety laws a national model, protected our environment, added important new safeguards for private property rights, protected Virginian’s Second Amendment rights, combated gang violence and the tragedy of OxyContin addiction and abuse, reformed Virginia’s mental health laws, strengthened our Homeland Security measures, and established a Senior Alert to help locate missing senior citizens with mental deficiencies. Eighty three of our legislative proposals were passed and signed into law by the Governor, most with overwhelming bipartisan support.”

McDonnell additionally stated, “This Office has provided professional legal advice and support to our clients and the citizens. We have argued successfully in the Supreme Court of the United States. We have secured many millions of dollars in relief for Virginia’s consumers. And we have made a positive impact in the communities we serve. I’ve joined our staff for community improvement days in Harrisonburg and Staunton. We have partnered with Virginia’s Food Banks to raise millions of pounds of food. We have helped make Virginia safer and stronger through working together over the past three years.”

McDonnell also announced today that he is asking the General Assembly to appoint Chief Deputy Attorney General Bill Mims, a former state senator from Loudoun County, as the 45th Attorney General of the Commonwealth of Virginia. The responsibility for choosing a new Attorney General due to a resignation rests with the General Assembly if a vacancy occurs during the legislative session. It rests with the Governor if the vacancy occurs when the General Assembly is not in session.

Here’s an early fundraising surprise in the Virginia governor’s race: Republican Robert McDonnell has outraised Terry McAuliffe since the Democratic fundraising dynamo opened his campaign committee last November.McDonnell’s campaign announced today that the state attorney general raised “over $1 million” since McAuliffe joined the race, and has raised $1.6 million over the full fundraising period from July to December 2008.

Election Reforms
Absentee Voters

Adds emergency response workers to the list of persons entitled to vote by absentee ballot.
Requires absentee ballots are sent expeditiously to voter, including overseas military members.

Voting Improvement Act
Patrons: Cosgrove/Blevins

Various Components Include:

Reduce Voting Lines
Lower the number of registered voters needed to create an additional precinct to expedite the voting process and reduce the time voters wait in line to vote.

Change in Voting Precinct
Require that when a voter’s precinct is changed prior to an election that the general registrar contact them via email and/or phone, if such information is available, in addition to sending a new voter registration card indicating the new voting precinct.

Election Official Relief Act
Require an additional election official to arrive one hour before closing at each precinct to assist with closing the polls, including tabulation of the final vote count.

Election Paraphernalia
The wearing of election paraphernalia within 40 feet of the voting precinct may include t-shirts, buttons and stickers.

Voter Domicile
Promoting clarity and uniformity among the localities responsible for determining a voter’s residence.
Amend Section 24.2-101 regarding the definition of “residence or resident.” Contained within that definition are criteria to be applied to the determination of “domicile” under Virginia law, and to require the State Board of Elections to promulgate uniform guidelines to assist local registrars with determining a voter’s residence.

Prevent Dual Registration and Voting
Increasing criminal penalties for a voter who knowingly votes or assists another to vote in a jurisdiction where the voter is not qualified to vote. The application to register to vote will also contain a statement informing the voter that if they vote more than once in the same election they shall be guilty of a felony. The Attorney General is also working with the State Board of Elections to develop other ways, within existing law, to maintain an accurate voter registration list to prevent voters from being registered in more than one place.

Clarify and tighten the language relating to the Attorney General’s enforcement authority under the Mortgage Lender and Broker Act (MLBA).
Clarify and tighten the language relating to the ability of certain individuals to obtain relief under the MLBA.

Create a statute requiring the Department of Corrections to provide an inmate’s gang affiliation to the Commonwealth’s Attorney when they are being prosecuted for an offense occurring in a state prison.
